Delivering effective telecommunications security training across multiple countries calls for an approach that reflects the different roles, risks and operating environments of individual teams.

Castor Vali was engaged by ATC Africa to deliver its Africa-wide security training programme across a two year period. The programme covered Kenya, Uganda, South Africa, Niger, Burkina Faso, Ghana and Nigeria, combining online learning, live virtual training and practical Hostile Environment Awareness Training (HEAT).

The Challenge

ATC Africa operates critical telecommunications infrastructure across multiple African markets, with personnel working in different roles and operating environments.

Training therefore needed to reflect the requirements of individual teams rather than applying the same approach across every location.

Castor Vali worked with ATC Africa’s senior teams to identify these requirements and determine the appropriate training and delivery method for different personnel.

A Hybrid Training Programme

The programme combined three complementary approaches:

  • Online e-learning covering security awareness, travel management and personal security.
  • Live virtual training through one-day instructor-led seminars incorporating scenario training and awareness of threats including firearms, explosives and demonstrations.
  • Practical HEAT covering areas including risk assessment, situational awareness, personal security measures, emergency response, basic first aid, active shooter incidents and counter-terrorism. Training also covered the Voluntary Principles on Security and Human Rights.

This hybrid approach enabled Castor Vali to provide scalable online and virtual training alongside practical, in-person preparation for personnel operating in more challenging environments.

Interactive sessions and practical exercises were used to help participants apply their learning to situations they could encounter in their work.

The Outcome

Across the two-year programme, Castor Vali delivered training to ATC Africa personnel across seven African countries.

By using different delivery methods according to role and operating environment, ATC Africa was able to provide personnel with relevant security training while maintaining a consistent approach across its wider African operations.

The programme was positively received by ATC Africa, with Collin Mugisha, Head of Supply Chain, commenting:
